The Defense Health Agency (DHA) is a joint, integrated Department of Defense (DoD) Combat Support Agency that enables the US Army, US Navy, and US Air Force medical services to provide a medically ready force and ready medical force to Combatant Commands in both peacetime and wartime. The DHA supports the delivery of integrated, affordable, and high quality health services to Military Health System (MHS) beneficiaries and is responsible for driving greater integration of clinical and business processes across the MHS.

The DHA supports the MHS in its mission to provide health care services to active duty and retired service members, their family members, survivors, and other eligible beneficiaries through the TRICARE Overseas Program (TOP). Approximately 380,000 TRICARE-eligible beneficiaries reside outside the 50 United States and the District of Columbia. These beneficiaries generally receive health care services in overseas Military Treatment Facilities (MTFs). However, the demand for services typically exceeds the capability and capacity of the MTFs. Additionally, many TRICARE-eligible beneficiaries reside in overseas locations where MTF care is not available.

Health care support services include the development of purchased-care sector provider networks, referral management activities, TRICARE eligibility verification and enrollment, medically-necessary evacuations (medevacs), medical documentation, translation services, medical management services, customer service/call center activities, beneficiary and provider education and marketing, and claims processing and coding.

In accordance with Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions, this synopsis provides notice to potential offerors that the DHA Managed Care Contracting Division in Aurora, Colorado, is preparing to issue the TOP 2021 solicitation. The contracting officer anticipates posting the TOP 2021 solicitation to this site on or after August 1, 2019.

DHA will award the TOP 2021 contract to the responsible offeror whose offer conforms to the solicitation requirements and will be most advantageous to the Government. DHA will use full and open competition in a best-value tradeoff source selection for a single-award indefinite-delivery/indefinite-quantity (IDIQ) health care services contract in accordance with FAR 15 as supplemented. Prior to award, contractors must be registered in the System for Award Management (https://www.sam.gov).

To supplement the capability and capacity of overseas MTFs, and to provide health care to eligible beneficiaries in remote overseas locations, DoD purchases the care (and related health care services) via the TRICARE Overseas Program (TOP) contract.

The TOP contract incorporates a wide range of administrative health care support services for TRICARE-eligible beneficiaries who reside outside the 50 United States and the District of Columbia. These health care support services include the development of purchased care provider networks, referral management activities, TRICARE eligibility verification and enrollment, medically necessary evacuations (medevacs), medical record translation services, medical management services, customer service/call center activities, beneficiary and provider education and marketing, and claims processing and coding. These health care support services are necessary to supplement the health care capabilities and capacities (i.e., primary and specialty care) of overseas MTFs to ensure that eligible beneficiaries have access to the full range of TRICARE benefits.

The DHA is contemplating a new single award, predominately fixed-price, indefinite delivery/indefinite quantity (IDIQ) TOP services contract. The DHA anticipates that the contract will include a 1-year base period for transition-in and seven 1-year option periods for health care delivery, and a potential 6-month extension of services permitted per FAR Clause 52.217-8, Option to Extend Services, for a potential total allowable period of performance of 8 years and 6 months.

The purpose of this notice is to provide potential offerors with the DRAFT TOP Request for Proposal (RFP). This notice follows one earlier FBO Request for Information (RFI) posting (HT9402-TOP-MR), dated May 18, 2016, and one earlier TOP 2021 Invitation to Industry Day One-on-One Meetings, dated January 4, 2018, as part of ongoing market research. This notice is intended solely for information and planning purposes only and is NOT a solicitation. Offerors are invited to review the attached DRAFT RFP documents and submit questions or comments about the DRAFT RFP via email to Mr. Matt Anderson, Contract Specialist at matthew.l.anderson18.civ@mail.mil not later than 4:00 pm MT, January 4, 2019. Please include the following in the subject line: DRAFT TOP HT9402-19-R-0001.

DHA is seeking industry feedback and recommendations on DHA's description of the TOP requirements and DHA's approach in the DRAFT RFP sections attached to this DRAFT RFP. DHA will consider industry's comments to revise its approach for the TOP requirement to ensure the Government has realistic requirements and incorporates industry best practices, new technologies, innovative alternatives and potential capabilities as they relate to the TOP specifications and performance work statement.

DHA may also incorporate industry expertise, best practices and incentives to ensure the delivery of high quality healthcare support services to TRICARE beneficiaries within the statutory and regulatory limitations governing this entitlement program.

DHA requests that responders identify the specific DRAFT RFP document and cite specific paragraphs where appropriate, using the "TOP Draft RFP Questions" file included as an attachment to this DRAFT RFP. DHA requests responders submit any questions or comments about the DRAFT RFP via email to Mr. Anderson by 4:00 p.m. MT on January 4, 2019. Please state "DRAFT TOP HT9402-19-R-0001" in the email subject line.

DHA is not issuing a solicitation at this time, and this notice shall not be construed as DHA's commitment to issue a solicitation nor does it restrict DHA to a particular acquisition approach.
Interested firms shall not send proposals in response to this Notice, nor shall they contact any other individuals about this Notice or the TOP requirement. Any information provided to DHA is strictly voluntary and given with no expectation of compensation, and is clearly provided at no cost to the Government.

If DHA issues a solicitation, DHA will conduct any source selection in accordance with the Federal Acquisition Regulation (FAR) 15, as supplemented, at Contract Operations-Aurora (CO-A), in Aurora, Colorado. DHA estimates it may issue a formal solicitation later in spring 2019 on the Federal Business Opportunities (fbo.gov) website.
