Competitive Plans Demonstration (CPD) Announcement: 11/28/2022

Description:

The Competitive Plans Demonstration (CPD) program is a TRICARE health care concept that supports the delivery of the Department of Defense (DoD) health care benefit, which is codified in 10 U.S.C. Chapter 55 and 32 CFR Chapter 199. The CPD prospective offeror shall provide comprehensive healthcare services to select market/s within CONUS to eligible TRICARE beneficiaries.

This is a full and open competitive source selection, using best value trade-off procedures in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense FAR Supplement and the DoD Source Selection Procedures (2022). The contract awarded will be a hybrid consisting of Fixed-Priced and Cost Reimbursement line items. The contract will have a 12-month base period for transition-in, 3 1-year ordering periods for health care delivery, a one 12 month concurrent contract period for transition-in activities and one 12 month residual phase out period following the last year of health care delivery, and a potential 6-month extension of services permitted per FAR Clause 52.217-8, Option to Extend Services, for a potential total period of performance of 4.5 years.

This Draft RFP is intended to provide interested parties with information on the anticipated procurement and provide an opportunity for industry feedback into the preliminary design/structure. All information received resulting from this Draft RFP will be used by the Defense Health Agency (DHA) as market research for future Managed Care Support requirements. However, responses may be releasable to the public under the Freedom of Information Act (FOIA) unless appropriately marked. The DHA, at its discretion, may request respondents to this Draft RFP to elaborate on information in their written response in writing or through other means. Respondents to this Draft RFP will not be notified of any results derived from a review of the information provided. Responses from the Government are subject to change, as requirements themselves remain in draft form. Clarification should be sought from the Government for any remaining questions, particularly those pertaining to evaluation criteria, incentives or contract requirements, at the final RFP stage.

Background

The 5th Generation of TRICARE Contracts (T-5) RFP, Section H-17, notified prospective bidders that DHA may conduct a competitive demonstration during the term of the Managed Care Support Contracts. The CPD initiative grew out of, and tracks with, the requirement of NDAA 2017 Section 705(c)(3) to ensure local, regional, and national health plans have an opportunity to participate in the competition for managed care support contracts under the TRICARE program. This 705(c)(3) requirement is further amplified by NDAA 2022, Section 703, which authorizes DHA to implement multiple provider networks in the same geographical area (i.e., overlapping) delivering TRICARE Prime and TRICARE Select.

DHA is concurrently implementing the Eligibility, Enrollment, and Encounter (EEE) Pilot, the CPD's precursor enabler capability. The prerequisite EEE requirements and contract vehicle, an optional Contract Line Item Number (CLIN) on the Uniformed Services Family Health Program (USFHP) Data Integrator contract.

The scope of the CPD project is to award contracts to one or more local, regional, or national health plans in designated geographic areas of the country. These contractors will then function as managed care support contractors (MCSCs) in those areas, providing beneficiaries with an alternative to the T-5 MCSCs, or USFHP Designated Providers (DP), enabled by the EEE Pilot. The CPD Integrated Product Team (IPT) continues to refine demonstration research, design, initiation, site selection, execution, and measurement and reporting requirements for both the CPD and EEE Pilot.

Enrollment assumptions and modeling are being employed to mitigate project risks and better evaluate demonstration objectives. At this time, the Government has made no definitive decision for any specific market or site to conduct the demonstration. All potential offerors interested in any of the 23 potential CPD sites (see Attachment J-1) are encouraged to provide feedback using the response template provided. The Defense Health Agency is highly interested in specific and detailed feedback from potential offerors in the following locations:

Information Submission Instructions:

The Government is seeking industry comment on the draft requirements, terms and conditions. The Government encourages responses from interested parties who are capable of responding to the entire scope of the Draft RFP. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Draft RFP. All costs associated with responding to this Draft RFP will be solely at the responding party's expense. Qualified, interested parties, should submit information for this request. All responses shall be submitted using the Microsoft Excel response template provided with this announcement, titled CPD Draft RFP Response [ORGANZATION NAME]. All comments and questions should be contained in the Excel document. Do not submit proprietary questions in this template as DHA intends to use the template to respond to all offerors.

DHA will also accept an "overall" assessment of the RFP in narrative form using Adobe Acrobat or Microsoft Word. Proprietary information may be submitted as commentary in this document. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. Proper restrictions shall be marked as such on each page. Only the Government and support contractors with signed non-disclosure agreements will review submissions to this Draft RFP. The Government asks that the document be free of logos except for the cover sheet. Please note that no comments or questions will be adjudicated from this document by the Government.
