Description

This is a technical assistance services contract to provide for the Tribal Home Visiting Resource Institute for Excellence (THRIVE). The purpose of this contract is to provide technical assistance (TA) support through the Tribal Home Visiting Resource Institute for Excellence (THRIVE), a TA Center providing services for the Tribal Maternal, Infant, and Early Childhood Home Visiting (Tribal MIECHV) Program, administered by the Administration for Children and Families (ACF). The THRIVE Center will provide guidance, leadership, and support to promote excellence in the implementation of evidence-based home visiting programs in American Indian and Alaska Native (AIAN) communities across the nation. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

Background

Work Details
The work under this contract includes providing guidance, leadership, and support that promotes excellence in the implementation of tribal evidence-based home visiting programs. This involves various tasks such as project management and team communication, coordination and communication with the federal team and other key partners, technical assistance to grant recipients, crosscutting capacity building activities, tribal home visiting reporting system, privacy and data security activities and monitoring, development and management of grant recipient tools and resources, support for clearance for informative collections, tribal MIECHV dissemination. The contractor must also provide hosting facilities and infrastructure support consistent with HHS and ACF security standards. Additionally, they must comply with federal laws including HHS Information Security and Privacy Policy (IS2P), Federal Information Security Modernization Act (FISMA) of 2014, National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53.

The period of performance for this contract is from August 15, 2024 to September 30, 2029.
