This is a Source Sought Notice (SSN) to inform the public that the Department of Health and Human Services (HHS), Administration of Children and Families (ACF) Government Contracting Services (GCS) is posting a SSN for market research purposes to support the Office of Early Childhood Development (ECD) seeking information on vendors who are capable of providing technical assistance (TA) support through the Tribal Home Visiting Resource Institute for Excellence (THRIVE) TA Center providing technical assistance services for the Tribal Maternal, Infant, and Early Childhood Home Visiting (Tribal MIECHV) program. The THRIVE TA Center will provide guidance, leadership, and support to promote excellence in the implementation of evidence-based home visiting programs in tribal communities across the nation.

The notice aims to support the Office of Early Childhood Development (ECD) in seeking information on vendors capable of providing technical assistance (TA) support through the Tribal Home Visiting Resource Institute for Excellence (THRIVE) TA Center, for the Tribal Maternal, Infant, and Early Childhood Home Visiting (Tribal MIECHV) program. The THRIVE TA Center will provide guidance, leadership, and support to promote excellence in the implementation of evidence-based home visiting programs in tribal communities across the nation.

Work Details
The THRIVE TA Center will engage in services that support Tribal MIECHV grant recipients and contribute to the knowledge of providing technical assistance through home visiting as a service delivery strategy in tribal communities that is innovative, culturally grounded, reliable, and responsive to grant recipients’ capacity in the field of home visiting. The successful Offeror will have a comprehensive background providing technical support in tribal communities in areas such as community needs and readiness assessments; implementing evidence-based home visiting models with fidelity; program development and support; dissemination; performance measurement and reporting, management and operations of data reporting systems; continuous quality improvement; supporting activities related to knowledge building and promoting program evaluation; resource development; developing surveys and other information collections; website content development and management; rigorous evaluation.
Additionally, the Offeror should have skills and experience planning meetings (in-person, virtual & hybrid) of up to 300 attendees. Skills and experience in meetings include all logistical support including securing meeting space under 12-month time frames with the capacity to plan up to at least two and up to four meetings per year.

Period of Performance
The contract is intended to have a period of performance of a twelve-month base period and four twelve-month option periods.
