The U.S. Army Corps of Engineers (USACE), Sacramento District intends to conduct this acquisition by use of Competitive Source Selection Procedures in accordance with the provisions set forth in this solicitation, Federal Acquisition Regulation (FAR) Part 15.3, Department of Defense Federal Acquisition Regulation Supplement (DFARS) 215.3, Army Federal Acquisition Regulation Supplement (AFARS) 5225.3, Department of Defense Source Selection Procedures, and the Army Source Selection Supplement (AS3) to the Department of Defense Source Selection Procedures. The Government intends to award approximately five (5) Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts two (2) Other than Small Business and three (3) Small Business set-a-side as part of a Multiple Award Task Order Contract (MATOC) pool for Mitigation and Vegetation Clearing for the U.S. Army Corps of Engineers, to the offerors submitting proposals determined to be most advantageous to the Government; price, and other factors considered. IAW FAR 19.502-4 this Acquisition will be a partial small business set aside. The Government will set aside a minimum of 3 MATOC IDIQs to small businesses determined to be technically acceptable. The government is not obligated to award any given IDIQ if no acceptable proposals are received.

Background
The U.S. Army Corps of Engineers (USACE), Sacramento District, seeks to establish a Multiple Award Task Order Contract (MATOC) for tree mitigation and vegetation clearing in support of Flood Risk Management (FRM) features and associated environmental mitigation within the Sacramento District Civil Works Area of Responsibility in California.

Formed in 1929, the Sacramento District’s mission is to deliver innovative, enduring engineering solutions for military and civilian customers and respond to national emergencies.

This acquisition will use competitive source selection under DoD/Army supplements to award approximately five indefinite-delivery/indefinite-quantity (ID/IQ) contracts (two unrestricted and three partial small‐business set-asides) over a five-year ordering period, with a total pool capacity of $49.9 million and a $2,500 minimum guarantee per IDIQ.

Work Details
The contractor shall furnish all personnel, equipment, materials, transportation, supervision and non-personal services to perform land clearing and habitat mitigation as defined in the Performance Work Statement.

Services include, but are not limited to: vegetation clearing, grubbing, excavation, demolition and disposal; habitat development and creation of wetlands, retention ponds and creek restoration; adaptive management and replacement of dead plants; elderberry shrub transplanting per USFWS guidelines; native plant propagation (seed collection, cutting collection, nursery propagation, seedling transport, installation and maintenance).

Grading, soil preparation, erosion control (temporary, permanent and bio-technical) and well drilling with pump installation; arborist services including tree removal, trimming and disposal; orchard removal and irrigation system rerouting; stormwater management planning (SWPPP, WPCP, DSA), BMP installation and removal, permitting and rights-of-entry; signage installation; traffic control plans and detours; fencing installation; material stockpiling; invasive species and weed management.

Professional surveys and inspections by biologists, archaeologists, botanists and arborists; sampling and laboratory analysis; installation and maintenance of monitoring wells; preparation of work plans, as-built drawings, construction completion and periodic monitoring reports; and operation and maintenance activities.

Period of Performance
The period of performance is five years from 14 November 2022 to 13 May 2028.

It is comprised of five one-year ordering periods: Period 1 (14 Nov 2022–13 Nov 2023), Period 2 (14 Nov 2023–13 Nov 2024), Period 3 (14 Nov 2024–13 Nov 2025), Period 4 (14 Nov 2025–13 Nov 2026), Period 5 (14 Nov 2026–13 Nov 2027), plus a six-month extension option to 13 May 2028.

Place of Performance
Projects awarded under this contract will be performed at various sites within the U.S. Army Corps of Engineers Sacramento District Civil Works Area of Responsibility in California.

Bidder Requirements
Partial small business set-aside (minimum three MATOC IDIQs reserved for small businesses). Offerors other than certified small businesses must submit a subcontracting plan.

Key personnel must meet minimum qualifications: on-site Supervisor (fluent English, three years field experience in similar projects); Jobsite Foreman (three years experience); Qualified Stormwater Developer (California professional civil engineer, geologist/engineering geologist, registered landscape architect, professional hydrologist, CPESC or NICET); Qualified Stormwater Practitioner (EnviroCert or CASQA/SMARTS certification); Archaeological Monitor (graduate degree in archaeology/anthropology, Secretary of the Interior professional qualifications, one year professional and four months field/analytical experience); Elderberry Transplant Specialist (three years transplant experience per USFWS guidelines and ANSI A300-6); Well Driller (California well-drilling license, two years related experience); Native Plant Specialist (experience in propagule collection, installation and monitoring).

Compliance with E-Verify and two valid government IDs for all personnel is required. Large businesses must have a subcontracting plan with goals for small, disadvantaged, women-owned, HUBZone, veteran and service-disabled veteran-owned small business participation.
