The Internal Revenue Service (IRS) is seeking contractor support to redesign approximately 1,200 items of IRS Correspondence by the end of calendar year 2026. The objective of this project is to make the Correspondence clear, concise, and incorporate principles of accessibility, plain language, and behavioral insights. The contractor will also develop a standard operating procedure (SOP) for the efficient redesign of improved Correspondence, with a goal of redesigning up to 500 items per year. The redesigned notices and letters will be delivered according to a schedule agreed upon with the government project manager.

The scope of work includes stakeholder coordination and communication, progress reporting, risk and issue tracking, and executive briefings. The contractor will also provide ongoing project management support throughout the performance period. In terms of the actual redesign work, the contractor will review specified notices and letters, recommend changes in format and content, and implement approved changes to ensure that the redesigned Correspondence is clear, concise, and compliant with plain language principles and Section 508 accessibility requirements.

Additionally, the contractor will develop a comprehensive SOP for Correspondence redesign. This SOP will outline process, technology, and other recommendations for efficiently redesigning IRS Correspondence. The SOP will be delivered six months after award for government review and will be updated as necessary during the performance period to reflect lessons learned.

Overall, this opportunity presents a significant undertaking for a contractor to support the IRS in redesigning a large volume of Correspondence to improve clarity and accessibility for taxpayers. The timeframe for completion is by the end of calendar year 2026, with specific targets for each calendar year leading up to that deadline. The place of performance is not specified in the provided information.
