Treasury - CFO Program Management Support - MRAS

The Department of the Treasury (TREAS), through the General Services Administration (GSA), is seeking to enhance its strategic and operational capabilities by soliciting specialized support services for the Internal Revenue Service (IRS) Office of the Chief Financial Officer (CFO). This initiative aims to develop a comprehensive Strategic Framework, as well as provide Program and Project Management Services, which are crucial for advancing the IRS's organizational transformation goals. The overarching objective is to streamline processes, improve financial management practices, and ensure that the IRS is well-equipped to meet future challenges through effective planning and execution.

The scope of work outlined in this Performance Work Statement (PWS) encompasses a broad range of program planning, management, and support services. The contractor will be responsible for providing expertise in qualitative and quantitative analysis to enhance administrative support, project oversight, recommendation development, and ongoing monitoring. Key components include developing a strategic framework that aligns with IRS CFO priorities, creating action plans for transitioning between current and future states, defining stakeholder engagement strategies, facilitating workshops and meetings, producing various communication materials for internal and external audiences, conducting data analytics tasks for performance management support, and implementing key initiatives identified in the strategic framework.

Additionally, program management tasks require expertise in applying mature practices across innovation projects. This includes strategic planning, portfolio management, business case analysis, risk management, communication strategies, contingency planning, performance measurement reporting among others. The contractor will also engage in project management activities such as developing a project pipeline aligned with strategic priorities of IRS CFO while ensuring effective project planning and tracking mechanisms are in place.

The solicitation further emphasizes process improvements through reengineering efforts aimed at enhancing automation capabilities within IRS financial operations. This involves mapping existing processes to identify inefficiencies while recommending technological advancements that facilitate modernization objectives. The contractor is expected to utilize their technical accounting expertise alongside advanced analytics tools like regression modeling or predictive analytics techniques aimed at optimizing decision-making processes within IRS operations.
