Treasury BEP - Enterprise Licensing Agreement (ELA) - MRAS

The Department of the Treasury, through the General Services Administration (GSA), is seeking to optimize its software expenditures and streamline its acquisition processes across its various bureaus. As part of this initiative, the Bureau of Engraving and Printing (BEP) is looking to procure an Enterprise License Agreement (ELA) that will help reduce software costs and provide budget predictability. The overarching goal is to consolidate historical agreements and provide a foundation for future growth in software and services, particularly in the domains of Asset Management, Real Estate Management, Managed File Transfer, and AI/Data.

The proposed ELA is expected to result in a 25% reduction in software charges over a three-year period compared to independent purchases. This strategic move is designed to simplify billing processes and reduce contract administration costs, while also offering flexibility to accommodate future needs. The ELA will enable BEP to deploy software at its own pace and quantity, tailored to specific use-case requirements. The agreement aims to unify various domains under a single acquisition strategy, supporting BEP's strategic goals of Execution, Innovation, and Excellence.

The scope of work involves acquiring a generative AI and scientific data platform that includes a studio, data store, and governance toolkit to support multiple large language models. The platform will facilitate collaborative workspaces where teams can create and manage assets such as data models. Additionally, the ELA will cover Enterprise Data Governance and a Data Lakehouse to manage BEP's assets throughout their lifecycle. This includes an Enterprise Asset Management (EAM) system and a Computerized Maintenance Management System (CMMS) to oversee equipment, buildings, and vehicles.

The contractor is required to deliver a comprehensive solution that supports operations, maintenance, and technical programming across several key areas. These include providing software license subscriptions for Enterprise Asset Management (EAM), Integrated Workplace & Real Estate Management (IWMS), Managed File Transfer (MFT) & B2B Integration, as well as an AI development environment. The platform should support the entire AI/ML lifecycle with tools for building custom models and ensuring robust governance to manage risks and ensure compliance. This initiative represents a significant investment in BEP's technological infrastructure to enhance efficiency and innovation.
