TREAS - Treasury Executive Institute Learning Management System - MRAS

The Department of the Treasury, in collaboration with the General Services Administration (GSA), is conducting market research to identify potential solutions in the commercial marketplace that can fulfill the requirements for a Learning Management System (LMS) to be used by the Treasury Executive Institute (TEI). The TEI provides learning and development services for interagency clients and requires an LMS that can effectively curate information, host collaboration sites, and facilitate session registrations. The overall goal is to enhance the learning experience through advanced technology while ensuring compliance with federal security and accessibility standards.

The work requested involves identifying an LMS that meets several critical requirements. Key among these is obtaining a solution with current FedRAMP Moderate authorization and compliance with Treasury OCIO Data protocols, including automatic deactivation of inactive accounts after 120 days. Additionally, the solution must support data encryption during single sign-on processes to protect against unauthorized access or data loss. It should also be compliant with FAL2 as defined by NIST SP 800-63-3, supporting identity providers and accepting authenticated user credentials from multiple clients.

Beyond these security measures, the desired LMS should offer robust general site capabilities. Essential features include customization options aligned with TEI branding, AI-driven personalization of homepages, gamification elements, comprehensive website analytics, AI chatbots for client assistance, and integration support via xAPI for compatibility with other digital tools. Mobile optimization is crucial to ensure accessibility on various devices along with advanced accessibility features like voice commands and screen readers to comply with Section 508 standards.

The solicitation also expresses interest in advanced capabilities such as AI-driven personalized learning paths, content recommendation engines based on user interactions, automated content creation tools, and AI-driven analytics for predicting learning outcomes. Integration capabilities are vital; thus, support for RESTful APIs or GraphQL is required for seamless integration with federal systems and third-party applications. Moreover, custom integration support should align with existing federal systems like HR databases to ensure data consistency across platforms.
