Description

The Department of the Treasury (TREAS), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors capable of delivering specialized telecommunications engineering services. The primary objective of this contract is to program and configure a CS2100 telephony switch, which involves integrating two Primary Rate Interface (PRI) circuits and setting up Public Safety Answering Point (PSAP) emergency routing. This will ensure that local 911 calls are accurately routed to the designated call center, complete with precise location data, thereby enhancing emergency response capabilities.

This contract requires the contractor to furnish all necessary materials, labor, expertise, equipment, and supervision needed for the configuration of ISDN PRI circuits dedicated to voice trunking. The scope of work includes configuring route data blocks, trunk groups, and digit manipulation/translation tables essential for routing emergency calls effectively. Moreover, integration with Fort Sill's Department of Emergency Services' E911 manager is a critical component of this project.

To mitigate risks associated with system outages on this vital emergency communications platform, the contractor must provide personnel who meet stringent technical qualifications. This includes a minimum of five years' hands-on experience in programming and administering the Ribbon/Nortel CS2100 platform or its equivalents. Additionally, prior experience in programming E911 trunking and managing ANI/ALI data transmissions is required. OEM certification or accredited third-party training specific to CS2100 architecture is highly preferred.

The contractor will also be responsible for developing a detailed Method of Procedure (MOP) that outlines all technical steps and includes a rollback plan before project commencement. All physical cutovers and programming changes must occur during designated maintenance windows to avoid disruptions to active emergency operations. Compliance with safety protocols and coordination with the Contracting Officer's Representative (COR) are essential throughout the project duration.
