Description

The Department of the Treasury, through the General Services Administration (GSA), is conducting market research to identify qualified vendors capable of providing comprehensive support services for the Microsoft 365 (M365) Cloud Environment within the Internal Revenue Service (IRS). This effort is aimed at enhancing organizational efficiency and collaboration by optimizing the use of M365 tools, which are critical for daily operations and process improvements within the IRS. The overarching goal is to ensure that these cloud-based services are effectively integrated, managed, and secured to deliver a superior customer and employee experience.

The scope of work involves extensive support for key M365 services including Power Platform, OneDrive for Business, SharePoint Online, AvePoint Online Services, Exchange Online, Teams, and Microsoft Copilot. The contractor will be responsible for configuration management and troubleshooting across these platforms to ensure they function optimally and enhance user productivity. Moreover, emphasis will be placed on maintaining compliance with security protocols and best practices while promoting collaboration across the organization.

To achieve these objectives, the contractor will need proven expertise in managing Microsoft Cloud environments with a focus on integration, optimization, migrations, security practices, and governance. The contract encompasses a base period with four optional extension periods. An essential part of this engagement includes facilitating organizational change management and process modernization to adapt to new technologies effectively.

Following task order award, contractors must undergo security onboarding to gain access to IRS networks. This includes submitting paperwork for background investigations and completing mandatory training such as Security Awareness Training and Federal Information Security Modernization Act (FISMA) training. An orientation briefing will also be conducted remotely within two weeks of award to establish communication channels between government representatives and contractors while addressing any clearance issues or equipment needs.
