TREAS - IRS - Statistics of Income Web Modernization - MRAS

The Department of the Treasury, through the General Services Administration (GSA), is conducting market research to modernize the Statistics of Income (SOI) web presence. This initiative is part of a broader effort to align with federal mandates on data transparency and accessibility, particularly those outlined in the Foundations for Evidence-Based Policymaking Act. The goal is to enhance how tax data is shared with researchers, policymakers, and the public by creating a separately branded SOI website that meets modern usability and compliance standards.

The work being requested involves developing a new website for the SOI division that features structured, accessible, and machine-actionable content. The envisioned platform will incorporate API-driven datasets and real-time visualizations while ensuring content is tagged with persistent identifiers for reuse in analytics and AI systems. This effort aims to improve user experience across devices and platforms while supporting open data initiatives mandated by federal regulations.

The modernization project requires adherence to several federal standards, including Title II of the Evidence Act which mandates publishing data in open, machine-readable formats accompanied by comprehensive metadata. Additionally, Title III emphasizes safeguarding confidentiality while producing credible statistical information. The contractor will primarily perform work remotely but may occasionally be required to work on-site at designated IRS locations with prior approval.
