TREAS - IRS - Software as a Service Subscriptions and Cloud Services - MRAS

The Department of the Treasury, through the General Services Administration (GSA), is conducting market research to identify potential providers capable of delivering Oracle Intelligent Advisor Software as a Service (SaaS) subscriptions and supporting cloud services for the Internal Revenue Service (IRS). The primary objective of this initiative is to sustain and enhance the IRS's Interactive Tax Law Assistant (ITLA) and Interactive Tax Assistant (ITA) applications. These web-based applications are essential for providing interactive guidance related to tax law, with ITLA being used internally by IRS employees and ITA accessible to taxpayers via IRS.gov.

The scope of work includes providing Oracle SaaS Intelligent Advisor sessions along with necessary cloud services. The contractor will be responsible for delivering operational support services, including usage metrics, reporting, training, and enablement. Additionally, optional capabilities such as Oracle Digital Assistant chat or voice bot features may be implemented during the contract's period of performance if separately authorized. The contractor must also offer multi-language platform support in English and Spanish, with additional language support provided as directed by the IRS.

The period of performance for this contract comprises a 12-month base period followed by four 12-month option periods. During this time, the contractor will furnish licenses and infrastructure necessary for maintaining IRS operations related to ITLA/ITA. Pricing details will be negotiated with Oracle Intelligent Advisor before finalizing the contract terms. This project aims to ensure that these critical applications continue to operate efficiently while meeting security and availability standards.
