Description

The Department of the Treasury (TREAS), through the General Services Administration (GSA), is conducting market research to identify capable sources for providing critical psychological support services to the Internal Revenue Service's Criminal Investigation (IRS-CI) division. The primary goal of this initiative is to enhance the mental health and resilience of IRS-CI personnel, who are tasked with investigating complex financial crimes and often operate in high-stress and potentially dangerous environments. This effort underscores TREAS's commitment to ensuring that its workforce has access to comprehensive support systems that prioritize their well-being and emotional resilience.

The contract seeks a highly qualified psychologist, holding a Ph.D. in Psychology, with substantial experience in federal law enforcement or military settings. The contractor will be responsible for delivering Critical Incident Stress Debriefing, Peer-to-Peer Training, Program Collaboration, and Continuing Professional Education across all IRS-CI employees. These services are intended to provide essential psychological support following critical incidents, ensuring that employees have access to resources necessary for recovery and continued professional development.

The scope of work includes offering critical incident stress debriefing counseling, which involves conducting stress assessments and providing specialized training on stress management strategies. The psychologist will facilitate debriefing sessions post-incident to ensure ongoing support for IRS-CI personnel. Additionally, the contractor must be capable of deploying teams nationwide and occasionally internationally to provide timely intervention counseling in response to traumatic events experienced by Special Agents and other personnel.

Furthermore, the contractor will offer psychological testing and evaluation services at designated locations or their own offices as required by IRS-CI. In emergency situations, they may need to travel directly to incident sites in accordance with Federal Travel Regulations. While maintaining confidentiality of all debriefings thus not sharing written records with IRS-CI the contractor will communicate any concerns regarding an employee's ability to perform their duties due to stress directly with IRS-CI senior officials for further action.
