TREAS - IRS - Appeals Central Database Sys and ColdFusion Support Serv - MRAS

The Department of the Treasury, in collaboration with the General Services Administration (GSA), is seeking to modernize and maintain its Appeals Centralized Database System (ACDS). This system is a vital component of the IRS's Compliance Domains, supporting Appeals Officers, Settlement Officers, managers, and technical analysts in tracking case receipts, recording case time, documenting case actions, and monitoring appeal workloads. Given its role in handling sensitive taxpayer information and internal staffing data, maintaining the integrity and security of ACDS is paramount.

Currently, the ACDS relies on a ColdFusion-based application layer that faces technological obsolescence risks. The system's incompatibility with modern server technologies poses significant cybersecurity threats. To address these challenges, the IRS seeks contractor support to upgrade its infrastructure by migrating from ColdFusion 2016 to ColdFusion 2023 and transitioning from Windows Server 2012 R2 to Windows Server 2022. This initiative aims to enhance operational efficiency while ensuring robust security measures are in place.

The scope of work outlined in this Request for Proposal (RFP) includes comprehensive support services from vendors with proven expertise in ColdFusion development and substantial experience with MS SQL Server and Windows operating systems. The selected vendor will be responsible for carrying out system upgrades, database administration tasks, troubleshooting issues during migration efforts, and providing ongoing operational support.
