TREAS - Developer Experience Platform (DXP) - MRAS

The Department of the Treasury (TREAS), in partnership with the General Services Administration (GSA), is conducting market research to support a significant modernization initiative for the Internal Revenue Service (IRS). This initiative aligns with the priorities of the current administration and focuses on transforming IRS systems and operations through strategic investments in technology. The overall goal is to enhance digital service delivery by leveraging a Developer Experience Platform (DXP), a Unified Application Programming Interface (API), and advanced Artificial Intelligence (AI) capabilities. These efforts aim to streamline integration processes, empower developers, and utilize data-driven insights for intelligent automation and decision-making.

The scope of work encompasses designing, implementing, integrating, and operationalizing new technology capabilities that are secure, scalable, and aligned with IRS modernization goals. A key focus is on improving development and deployment processes to accelerate time-to-value while embedding cybersecurity measures into core systems to strengthen security. The contractor will provide reusable shared services and tools to reduce duplication of effort among developers. Additionally, establishing a sustainable foundation for future innovation through scalable cloud platforms and AI capabilities is crucial for supporting ongoing advancements within the agency.

Specific tasks include enhancing DevOps practices with robust Continuous Integration/Continuous Delivery (CI/CD) pipelines integrated with IRS's Enterprise Data Platform 2.0. This involves managing configurations via version control, embedding automated code scanning, centralizing secrets management using HashiCorp Vault, and automating cybersecurity workflows through tools like SailPoint and CyberArk. Furthermore, cloud platform engineering will focus on building secure infrastructure using Infrastructure-as-Code (IaC) principles while providing shared platform services across distributed IRS teams.

AI platform engineering will involve creating a scalable environment for managing AI models throughout their lifecycle from training to retirement while offering reusable AI services that facilitate development efforts across multiple projects. Finally, designing secure network infrastructure compliant with IRS standards will support cloud-hosted applications within the DXP framework. Through these comprehensive efforts in modernizing its technology landscape, the IRS aims to improve service delivery efficiency while safeguarding taxpayer data integrity.
