TREAS - Chief Counsel Library Services Platform - MRAS

The Department of the Treasury, through the General Services Administration (GSA), is conducting market research to enhance the Library Services Platform (LSP) of the Internal Revenue Service's Office of Chief Counsel Library. This initiative aims to replace the existing library system with a modern, cloud-based solution that adheres to FedRAMP authorization standards. The overarching goal is to improve the efficiency and accessibility of library services by implementing a Software-as-a-Service (SaaS) model that integrates digital asset management and a comprehensive discovery layer. This will enable users to seamlessly access both physical and digital resources through a unified search portal.

The scope of work involves procuring and implementing an advanced LSP that supports a library consortium model, ensuring compliance with current library standards. The contractor will be responsible for providing software licenses, technical support, system maintenance, and integration services necessary for successful deployment. Key requirements include maintaining all data in FedRAMP authorized cloud storage, restricting access via IRS intranet IP range restrictions, and offering user groups with varying privilege levels. The new platform must also facilitate secure user authentication methods and provide features such as staff notifications for system updates or maintenance alerts.

Additional functionalities required in the new LSP include capabilities for managing serials check-ins, modifying bibliographic records according to Resource Description and Access (RDA) cataloging standards, generating reports exportable in multiple formats like Excel or PDF, and handling vendor contact information management. Moreover, it should allow electronic claims processing for missing materials and support data exchange with systems like OCLC for bibliographic record imports/exports. By migrating data from legacy systems Millennium and DB Textworks into this new solution without direct access to them only through exported records the IRS aims to streamline operations while enhancing service delivery across its nationwide network.
