Description

The Department of the Treasury, through the General Services Administration (GSA), is conducting market research to support an initiative by the Internal Revenue Service (IRS). The focus of this initiative is on enhancing the IRS's IT development projects through improved requirements engineering and Agile transformation. This effort is spearheaded by the Requirements Engineering Program Office (REPO), which plays a crucial role in providing best practices, guidance, training, and tools to various IRS program and project offices. REPO has been instrumental in establishing Agile Central in 2015, which aims to transform IT practices at the IRS by optimizing the delivery of IT systems and applications using Agile and Lean methodologies.

The main objective of this contract is to secure expertise in requirements engineering and Agile transformation to facilitate an enterprise-wide transformation within the IRS. This involves not only organizational change but also upskilling the existing workforce. The contractor will be expected to provide leadership and support across several workstreams that include mentoring, coaching, training, tool support, visualization techniques, ad hoc project support, and strategies for organizational transformation.

Under this Performance Work Statement (PWS), tasks will be structured around a Sprint cycle that does not exceed one month. At the beginning of each Sprint cycle, a collaborative planning session will occur between REPO's team members and contractors to establish goals aligned with backlog items that need completion during that period. These tasks are defined as "deliverables" with specific User Stories outlining Acceptance Criteria. Throughout each Sprint cycle, progress will be managed using Rational Collaborative Lifecycle Management (CLM) Tool Suite under the guidance of a REPO Scrum Master who will also facilitate end-of-Sprint reviews with management.
