REQUEST FOR INFORMATION

U.S. Customs and Border Protection (CBP), Office of Information and Technology (OIT) is seeking market research information from industry to assist with the development and planning of the recompete Traveler Processing and Vetting Software (TPVS) 2.0. See attachments for more information. Companies who wish to respond to the RFI should send responses no later than July 22, 2025 to all listed Government personnel below via email. The email subject line must contain CBP TPVS 2.0 RFI RESPONSE . Failure to do so may result in information not being properly received by the Government.

Background
U.S. Customs and Border Protection (CBP), part of the Department of Homeland Security (DHS), is focused on preventing terrorists and weapons from entering the U.S. The Office of Information and Technology (OIT) within CBP is responsible for enhancing technology solutions that support inspection and enforcement activities, particularly through the Traveler Processing and Vetting Software (TPVS).

The TPVS suite is critical for managing traveler and immigration systems, ensuring secure and efficient processing at U.S. borders.

Work Details
The contract encompasses a comprehensive range of services for the TPVS applications, including:
1. **Technology Modernization and Cloud Maintenance**: Aligning with CBP OIT’s modernization initiatives, migrating to cloud technologies by 2025, evaluating existing cloud applications for performance improvements, and implementing AI/ML solutions.
2. **Operations & Maintenance Services**: Providing ongoing support to ensure TPVS applications operate efficiently and securely, adhering to Service Level Agreements (SLAs).
3. **Development and Enhancements**: Offering application development services that include upgrades, modifications, and new application creation in response to emerging threats or operational needs.
4. **Specialized Equipment Support**: Procurement, installation, maintenance, and monitoring of specialized equipment that integrates with TPVS applications.
5. **Project Management**: Overseeing project management activities including risk management, quality assurance, and performance metrics to ensure effective service delivery.
6. **Collaboration**: Working collaboratively with various stakeholders including federal agencies to enhance mission effectiveness.
7. **Innovation & Thought Leadership**: Encouraging innovative solutions to improve operational efficiencies in traveler processing.

Place of Performance
The primary place of performance will be at multiple facilities in the Ashburn, VA area, with some tasks potentially requiring local travel within the Washington D.C. metropolitan area.
