This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.

The solicitation number for this requirement is 75D301-22-R-72357, and is hereby issued as a Request for Proposal (RFP).

The Centers for Disease Control and Prevention intends to award a firm-fixed-price contract for the following requirement:

It is the offeror's responsibility to be familiar with the applicable clauses and provisions. Clauses and provisions may be accessed via the Internet at website WWW.Acquistion.GOV.

This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2022-06, dated 5/26/2022.

This acquisition is FULL & OPEN under North American Industry Classification System (NAICS) 541380 Testing Laboratories.

A Firm-Fixed Price contract will be issued in writing to the successful offeror. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the System for Award Management. To register apply via the Internet at http://www.sam.gov. For questions on registration contact Federal Service Desk at 866-606-8220.

Include FAR 52.212-3, Offeror Representations and Certifications with Offer or indicate if it is available online at SAM.gov.

Background
The Centers for Disease Control and Prevention (CDC) has issued a Request for Proposal (RFP) for a firm-fixed-price contract under NAICS 541380 – Testing Laboratories. The contract is intended for commercial collection, testing, and genetic sequencing of biological samples from international travelers arriving in the United States, and aircraft wastewater testing and sequencing to detect SARS-CoV-2 variants in aircraft wastewater samples. The contract's anticipated period of performance is from 08/12/2022 to 08/11/2024.

Work Details
The contractor is required to establish sample collection sites at five major US international airports and collect biological samples from arriving travelers. The contractor will conduct pooled sampling of travelers, process and store samples, perform RT-PCR testing, genetic sequencing, and report results to CDC. Additionally, the contractor will perform aircraft wastewater COVID-19 surveillance, including testing for SARS-CoV-2 in aircraft lavatory drains and airport terminal wastewater. The contractor will also provide a digital registration and tracking system to collect meta-data from pool participants, follow all federal, state, and local reporting requirements, and provide a report that includes a summary of the findings.

The contract's anticipated period of performance is from 08/12/2022 to 08/11/2024.

Place of Performance
The geographic locations where the contract will be performed include five major US international airports: New York John F Kennedy, Newark International, San Francisco International, Hartsfield Jackson Atlanta, and Dulles Airport Washington DC.
