The Federal Aviation Administration is issuing this Screening Information Request (SIR) for Trash and Recycle Services for the Oakland ARTCC (ZOA) in Fremont, CA. The requirement is to be performed in accordance with the Statement of Work (SOW) included as an attachment in Section J.

The procurement will be awarded as a Firm-fixed Price Contract with the NAICS code of 562111. Proposals will be evaluated on a tiered basis as listed below and in accordance SIR Clause SA56 Evaluation Factors for Award.

• First Tier: The procurement is set aside for competition among SBA certified 8(a) Small Businesses.
• Second Tier: If an award is not made in the first tier, competition will be among all responsible Small Business concerns.
• Third Tier: If an award is not made in the second tier, full and open competition among all responsible, responsive offers received from ALL tiers provided award can be made at a fair market price to the lowest priced technically acceptable offeror.

There are no mandatory site visits for this procurement.

Questions and responses that clarify the SIR may be provided to all Offerors; if this information is provided to all Offerors, the source of the questions will not be identified. Responses to all questions and any necessary amendments made to the SIR will be posted on SAM.gov.

Please review all pages of the attached Solicitation before submission of proposals. Instructions for proposals are included in Section L of the SIR and Evaluation Factors for Award are located in Section M of the SIR.

In accordance with AMS Clause 3.3.1-33 Contractors must be registered in the System for Award Management, www.sam.gov by the established due date for receipt of offers.

DURING SOLICITATION, ALL COMMUNICATIONS ARE TO BE CONDUCTED VIA EMAIL (anna.f.glover@faa.gov). NO PHONE CALLS WILL BE ACCEPTED. Proposal Submissions must be received no later than 5:00pm Eastern Time on Monday, April 22, 2024. It is the Offerors full responsibility to ensure that proposals are received as specified above. Proposals submitted after the due date and time will not be accepted.
