The Library of Congress (Library) requires a contractor support to remove trash and debris from Library buildings within the National Capitol Region as well as Culpeper, VA.

The Contractor shall provide all necessary labor, supervision, management, equipment, tools and supplies to provide conventional trash and debris removal service and disposal of sanitary waste (garbage) from the Loading Dock area at the Madison Building of the Library of Congress, the Library of Congress Child Care Center located in Washington, DC, and the National Audio Visual Conservation in Culpepper, VA.

---SITE VISIT--

1) On March 7, 2023 - Library of Congress, 101 Independence Avenue, S.E., Washington DC 20540 (Lobby).

The site visit will start in the Lobby of the Madison Building at 10:00 AM and consist of a walk-through of the facilities. Additional information is provided in the solicitation Section L.

Questions related to this solicitation must be submitted in writing are due March 10, 2023 at 3:00 P.M. E.S.T. Proposals are due March 28,2023 at 11:00 AM EDT.

Background
The Library of Congress (LOC) requires contractor support to remove trash, debris, and sanitary waste from Library buildings within the National Capitol Region and the National Audio Visual Conservation Center in Culpeper, VA. The contract will support routine collection and disposal services to maintain cleanliness and compliance with local ordinances.

Work Details
Provide all labor, supervision, management, equipment, tools, and supplies to perform conventional trash and debris removal and sanitary waste disposal at the Madison Building loading dock, LOC Child Care Center (Washington, DC), and National Audio Visual Conservation Center (Culpeper, VA).

Furnish new or like-new compactors and containers: one auger compactor (min. 15 HP electric greaser system) with 40 cu. yd. container, one hydraulic compactor (PTR PT-200 equivalent) with 35 cu. yd. container, and one 30 cu. yd. open-top container.

Maintain ten 20-gal wheeled totes with lids for organic waste processed through a pulper.

Install and maintain two 5 HP, 230 V, 3-phase cart dumpers for 90- and 160/174-gal carts.

Schedule pickups:
- Auger and hydraulic containers every Thursday 7:30–10:30 AM (return cleaned within 5 hours by 3:00 PM).
- 30 cu. yd. open-top container twice weekly (Tuesday/Friday 7:30–10:30 AM).
- Organic waste totes daily, Monday–Friday 6:30–8:30 AM.
- Child Care Center 6 cu. yd. front-end container twice weekly (Tuesday/Friday 7:30 AM–5:30 PM; steam cleaned within 5 hours).
- Audio Visual Center 30 cu. yd. open-top container per contract schedule.

Field-verify all electrical requirements; provide handrails, toe rails, and ramps at no additional cost; remove and restore equipment at contract end.

Transition-in: June 17, 2023–July 18, 2023
Base period: July 19, 2023–July 18, 2024
Option period 1: July 19, 2024–July 18, 2025
Option period 2: July 19, 2025–July 18, 2026
Option period 3: July 19, 2026–July 18, 2027
Option period 4: July 19, 2027–June 18, 2028

Place of Performance
Madison Building loading dock, Library of Congress Child Care Center (Washington, DC), and National Audio Visual Conservation Center (Culpeper, VA) within the National Capitol Region.

Bidder Requirements
- Comply with 36 C.F.R. part 702 and Library regulations.
- Adhere to EEO and anti-harassment policies.
- Provide designated key personnel and notify the contracting officer at least 30 days before substitutions.
- Require drivers in uniform with company ID and vehicles with signage.
- Notify the contracting officer of subcontracts within 30 days of award and annually.
