TRAP-18 LICENSES AND VIRTUAL TRAINING IN ALBANIA AND KOSOVO.

Background
The Department of Justice, Int'l Criminal Investigative Training Assistance Program (DOJ/ICITAP) will partner with MHS Public Safety to facilitate the delivery of two onsite trainings on threat assessment, namely the Terrorist Radicalization Assessment Protocol-18™ (TRAP-18) for correctional intelligence units in Albania and Kosovo. The TRAP-18 is a validated instrument for assessing the risk of targeted violence and is designed for the assessment of subjects who may be at risk for lone actor terrorism, regardless of ideology or beliefs. The TRAP-18 has been in use since 2015 by various counterterrorism analysts, investigators and threat assessment professionals in the US, Canada, Europe, and Australia. To support Albanian General Directorate of Prisons and the Kosovo Correctional Services, CT wants to procure TRAP-18 licenses and training services.

Work Details
Product Description: TRAP-18 30 annual licenses, Training for up to 15 participants (maximum 25)
Technical Specification: Two virtual group trainings totaling 1 ½ - 2 days in length each will be delivered in Albania and Kosovo. Trainings will take place approximately 60 days after award, with actual dates to be mutually agreed to by both parties. A total of 15 participants (maximum 25) are expected to take part in the training program. The trainings will provide agency staff with a review of the foundational principles of threat management and assessment and the development and utility of the TRAP-18™.
Guarantee of Conditions: By the end of the trainings, participants will be able to describe the background, theory, and rationale for using the TRAP-18™, proximal warning behaviors that may be apparent in a subject at risk for targeted violence, distal characteristics that may be apparent in a subject at risk for engaging in more proximal warning behaviors, apply the item coding criteria for both instruments, observe how a case study demonstrates the utility of both instruments, professionally apply the tool to cases to help organize thinking, data collection, and operational planning.

Period of Performance
All deliverables must be delivered to Albania and Kosovo 60 days after award.
