Description

The Federal Highway Administration (FHWA) is soliciting a Firm-Fixed Price Contract for developing Artificial Intelligence (AI) Transportation Systems Management and Operations (TSMO) Data initiative for the Office of Safety and Operations Research (HRSO) and Development in partnership with Intelligent Transportation System Joint Program Office (ITS-JPO) as a full and open competition. The overarching goal of this effort is to identify and prototype the highest-priority solutions to the data-related challenges limiting the application of AI to TSMO.

Background
The Federal Highway Administration (FHWA) is issuing a Firm-Fixed Price Contract for the development of an Artificial Intelligence (AI) Transportation Systems Management and Operations (TSMO) Data initiative. This initiative aims to address data-related challenges that hinder the application of AI in TSMO, in collaboration with the Intelligent Transportation System Joint Program Office (ITS-JPO). The goal is to enhance safety, efficiency, and resilience in highway transportation systems.

Work Details
The contractor will provide personnel, materials, equipment, services, tools, supplies, engineering, transportation, facilities, and supervision necessary for the TSMO Data Initiative. Key tasks include:

1. Identifying high-priority data-related challenges limiting AI use in TSMO.
2. Developing prototype solutions for at least two AI-TSMO use cases.
3. Engaging with stakeholders to gather insights on current and desired TSMO applications and related data challenges.
4. Reviewing literature on AI-based TSMO applications to identify barriers.
5. Developing prototypes (algorithms and models) to address identified gaps in data for AI-TSMO applications.

Period of Performance
The base period of performance is anticipated to be 18 months with an optional additional period of 6 months.

Place of Performance
Work will be performed at the contractor's facilities or other approved locations.

Bidder Requirements
Bidders must demonstrate capability in developing AI solutions relevant to transportation systems management and operations. They should have experience in addressing data-related challenges within the context of AI applications in transportation.
