Background
The National Institute of Corrections (NIC) was established by Congress in 1974 as a small agency within the Federal Bureau of Prisons to assist state and local correctional agencies. NIC's mission is to serve as a center of learning, innovation, and leadership that shapes effective correctional practices and public policy.

The NIC operates the National Corrections Academy (NCA) located in Aurora, Colorado, which provides specialized training for correctional professionals. This solicitation seeks quotes for transportation services for training participants attending pre-scheduled programs at the NCA.

Work Details
The contractor will provide weekday and weekend coach bus transportation services for training participants from hotels within 30 miles of the NCA Training Center. Responsibilities include:
- Providing and maintaining necessary buses and/or vehicles;
- Supplying qualified drivers, mechanics, and support personnel;
- Delivering reports and information as required by NIC.

The contractor must accommodate transportation for multiple concurrent training programs, which may involve up to five events with approximately 150 participants in total. Buses will operate with specified schedules: morning departures between 7:20 a.m. and 7:40 a.m., and evening departures at 4:30 p.m. The contractor must ensure all vehicles are compliant with safety standards, equipped with communication devices, and maintain cleanliness throughout operations. Additionally, drivers must meet specific qualifications including licensing requirements and adherence to safety protocols.

Period of Performance
Base Period: 04/01/2026 – 09/30/2026; Option One: 10/01/2026 – 09/30/2027; Option Two: 10/01/2027 – 09/30/2028; Option Three: 10/01/2028 – 09/30/2029; Option Four: 10/01/2029 – 09/30/2030; Six-month extension: 10/01/2030 – 03/31/2031.
