Background
The United States Immigration and Customs Enforcement (ICE), specifically the Enforcement and Removals Operations (ERO) and Homeland Security Investigations (HSI), is seeking to procure transportation and guard services for detainees across the San Antonio (SNA) and Harlingen (HLG) Areas of Responsibility (AOR).

The mission of ICE ERO is to manage the nation's civil immigration detention system, focusing on identifying, arresting, and removing immigrants who pose a risk to national security or public safety. This contract is critical for providing safe transportation services to over 200 detention facilities across the U.S., ensuring compliance with immigration laws.

Work Details
The contractor will be responsible for providing all management, supervision, labor, and materials necessary to perform transportation services on an indefinite delivery-indefinite quantity (IDIQ) basis.

Key tasks include:
1. Providing 24/7/365 on-demand transportation services throughout the SNA and HLG AORs and surrounding states.
2. Managing the secure transportation of immigrants who have entered the U.S. illegally or are removable after admission.
3. Ensuring that all personnel involved in transportation are properly trained and equipped to handle detainees safely.
4. Complying with all applicable laws, regulations, and ICE policies regarding the treatment of detainees during transport.
5. Maintaining accurate records of all transportation activities, including mileage driven with detainees onboard.

Period of Performance
The contract will be performed over a base year with options for additional periods as specified in the solicitation.

Place of Performance
Services will be performed primarily in the San Antonio (SNA) and Harlingen (HLG) Areas of Responsibility, Texas.
