Transportation Service FLETC Artesia, NM   2

Background
The Department of Homeland Security (DHS) is issuing this Request for Proposal (RFP) for Transportation Motor Pool Services at the Federal Law Enforcement Training Centers (FLETC) located in Artesia, New Mexico.

The mission of FLETC is to provide core instructional law enforcement programs and support services to approximately 88 participating agencies.

Work Details
The contractor will be responsible for providing all personnel, supervision, management, equipment, materials, transportation, and supplies necessary for effective performance of services required at FLETC.

Key tasks include:
1. Project Management: Provide an on-site qualified contract manager and alternate project manager available during normal business hours and on-call 24/7.
2. Transportation Services: Utilize Government-Furnished Property (GFP) buses as the primary method of transportation while also providing contractor-provided transports as needed.
3. Maintenance: Ensure vehicles are regularly inspected for leaks and maintained in good working order.
4. Material Management: Review and recommend parts and supplies needed beyond the contract scope on a quarterly basis.
5. Security: Develop a security plan to secure equipment, supplies, facilities, keys, and fleet credit cards; ensure vehicles are secured when unattended; and limit access to transportation areas.

Period of Performance
The period of performance for the base year is from July 1, 2025 to June 30, 2026. There are options for additional years extending through June 30, 2030.

Place of Performance
The contract will be performed at the Federal Law Enforcement Training Center located at 1300 W Richey Ave, Artesia, NM 88210.
