This request for information is for planning purposes only, and does not constitute an Invitation for Bid, Request for Proposal, Solicitation, and Request for Quote, or an indication that the Government will contract for the items identified in this RFI. This request does not obligate the Government in any contract award.

The Government does not intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will not be considered nor used as a proposal.

The Department of Homeland Security, Federal Law Enforcement Training Centers (FLETC), 1131 Chapel Crossing Rd, Glynco, GA 31524 (Brunswick area) is conducting market research for the purpose of identifying possible small business sources for the following requirement: Provide the pickup, manifest, labeling, transport and disposal of bio-medical waste from the following Federal Law Enforcement Training Centers (FLETC) facilities in accordance with all federal, state and local regulations.

FLETC requests the following information from potential sources:

1. Company name, Unique Entity ID, street address and point of contact with phone number and email address.
2. What is your Business Size in accordance with SBA Small Business Size Standards?
3. Do you have a current GSA or DHS Strategic Source contract for this type of service? If yes, please provide contract number.
4. Provide a brief capability statement (not to exceed 5 pages) based on the requirements stated in the attached document.

5. Evidence of capabilities to perform comparable work. Please provide at least one point of contact (with email address and phone number) for project validation.

Background
The Department of Homeland Security, Federal Law Enforcement Training Centers (FLETC), located at 1131 Chapel Crossing Rd, Glynco, GA 31524, is conducting market research to identify potential small business sources for the requirement of transporting and disposing of bio-medical waste. This initiative is part of FLETC's mission to ensure compliance with federal, state, and local regulations regarding the management of bio-medical waste generated at their training facilities.

Work Details
The contractor shall provide the pickup, manifesting, labeling, transport, and disposal of bio-medical waste from the following FLETC facilities: Glynco, GA; Artesia, NM; and Charleston, SC. The contractor must ensure compliance with all applicable regulations. Specific tasks include:
- Providing approved containers that meet regulatory requirements for storing regulated medical waste. Containers must be labeled, equipped with locking devices, and sized appropriately for accumulated medical waste.
- Providing shipping packages/containers that are rigid, leak-proof, moisture impervious, sealed to prevent leakage, and puncture resistant as per 49 CFR 173.197.
- Replacing containers and bags during scheduled pickups with new empty containers for future accumulation.
- Performing pickups at specified intervals: Glynco facility once every 4 weeks (monthly), Artesia and Charleston facilities once every 8 weeks (bi-monthly), with additional pickups as needed not exceeding twice a week.
- Managing various classes of medical waste including infectious agents, pathological waste, human blood products, sharps used in patient care, and unused sharps.
- Completing manifests or appropriate shipping papers for each load removed from the facility without signing as the generator; only authorized personnel from the Environmental and Safety Branch (ESB) may sign manifests.
- Notifying the FLETC ESB office at least two days prior to pickup to ensure authorized personnel are available to sign shipping papers. Returning completed manifests within thirty calendar days to designated ESB representatives at each facility.

Place of Performance
The contract will be performed at three locations: Glynco, Georgia; Artesia, New Mexico; and Charleston, South Carolina.
