Transporatation Visualizer (TransViz) Limited Source Justification

Background
The United States Transportation Command (USTRANSCOM) is seeking to award a contract for software development support, IT security, administration, and expertise for the TransViz and CoMotion platforms. This requirement is being justified as a sole source contract to General Dynamics Mission Systems, Inc. (GDMS) due to their exclusive control over the necessary proprietary software and source code essential for the functionality of TransViz.

The agency's mission includes facilitating strategic and contingency planning through effective data visualization tools.

Work Details
The contract will provide comprehensive software development support across all phases of the Software Development Lifecycle (SDLC), including:
- Concept development
- Planning
- Requirements elicitation and analysis
- Systems design and development
- Coding and testing
- Deployment
- Implementation
- Integration
- Troubleshooting
- Security posture management
- Documentation
- Maintenance of the software application.

Specific expertise required includes familiarity with the CoMotion Application Development Kit Framework, Java SDK, Oracle PL/SQL, TypeScript, JavaScript, React/Redux, Websocket technology, Cesium Maps integration, and Selenium for automated testing.

Period of Performance
The contract will have a base period of six months starting from April 1, 2026 to September 30, 2026, with four additional option periods each lasting 12 months extending through September 30, 2030.

Place of Performance
The contract will be performed at USTRANSCOM's location at Scott AFB in Illinois.
