Source qualification is required to become an approved source for this PSA. Offeror must notify the appropriate government contracting office of intent to qualify. Offeror must certify access to facilities/equipment/tooling/personnel to manufacture, inspect, test, package, and store the item and make facilities available for evaluation/inspection. Offeror must verify it has a complete data package including a complete list of procedures/drawings/specifications (including change notices) in its possession, at minimum including Lockheed Martin drawing 16VC001001. Offeror must manufacture to conform to ESA-approved engineering/technical data package requirements and demonstrate compliance with Unique Identification (UID) requirements per DFARS 211.274 as prescribed within the ESA-approved engineering/technical data package. Offeror must provide data showing results of quality/performance/environmental evaluations conducted by the offeror to show compliance with requirements identified by Drawing 16VC001001, and provide required data for government inspection during qualification testing. Source approval does not guarantee subsequent contract award. Qualification waiver criteria may be used if applicable (e.g., prior supply/OEM certification such as DD Form 250; qualified assembly sources for subassemblies; earlier dash number qualification without increased complexity/criticality; similar/like item qualification with engineering authority verification and proof such as purchase/shipping documents). Technical-data/package expectations include providing a complete set of drawings/procedures/specifications for similar items when required by waiver criteria; stable base drawing is required with partial documentation furnished, and vendor drawings are not provided.
