Description

To support the enhancement of the TAP, VETS requires a contractor to provide Transitioning Service Members and their spouses on how to enrich their skills, to secure meaningful and successful careers in the civilian labor force, research and identify civilian occupations, establish career goals, learn about credentialing and vocational training programs, while decreasing dependence upon unemployment compensation.
Background
The Department of Labor (DOL), Veterans’ Employment and Training Service (VETS) program requires contractor services for support of the Transition Assistance Program (TAP). VETS requires support with advancing the ongoing implementation; sustainment, and enhancement of DOL’s responsibilities in TAP; to ensure Service Members and their families have the necessary career tools and information to seamlessly transition into the civilian workforce.
Each year, an estimated 200,000 servicemen and women separate from active duty in the United States military; resulting in new veterans returning to civilian life. Many separating Service Members have plans upon transition, while several others encounter challenges in preparing for civilian positions, seeking employment, and integrating their skills into new careers.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the Transition Assistance Program as defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property and services. The scope of this requirement is for the contractor to provide classroom facilitation in the delivery of the TAP employment workshops and course curriculum training. Additionally, this requirement will include employment assistance, program support, technology development, outreach and strategic communications, research, employment counseling, scheduling, and meeting facilitation.

Period of Performance
The period of performance shall be for one (1) Base Period of 12 months with four (4) 12-month option periods. The Period of Performance reads as follows: Base Period: May 1, 2024 – April 30, 2025 Option Period I: May 1, 2025 – April 30, 2026 Option Period II: May 1, 2026 – April 30, 2027 Option Period III: May 1, 2027 – April 30, 2028 Option Period IV: May 1, 2028 – April 30, 2029

Place of Performance
The work to be performed under the Order will be performed at both domestic (CONUS) and overseas (OCONUS) military installations, One-Stop Career Centers, and Department of Labor Headquarters. Training locations and frequency of classes to be conducted are dependent on the requirements of DOD and DHS.
