Transformer Oil Dissolved Gas Analyzer (DGA)

The U. S. Army Corps of Engineers (USACE), Walla Walla District, is issuing this special notice to inform industry of the intent to solicit and negotiate solely with GE Grid Solutions LLC for six GE DGA900 Kelman Dissolved Gas Analyzers (DGAs) and two GE DGA900 TapTrans Base Units for Lower Monumental Project to include all periphery items for the T01/T02 and T1/T2 transformer banks, commissioning services and training.

A determination not to compete this proposed contract has been made Pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 13.106-1(b)(2), For purchases exceeding the simplified acquisition threshold. The requirements at 13.501(a) apply to sole-source (including brand-name) acquisitions of commercial products and commercial services conducted pursuant to subpart 13.5.

The North American Industry Classification System (NAICS) for this requirement is 335311, Power, Distribution and Specialty Transformer Manufacturing

This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotations or offers received in response to this notice.

Interested parties may identify their interest and capabilities in writing to ruth.a.johnson@usace.army.mil no later than 10:00 AM Pacific Time on April 15, 2024. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
