Background
The Department of Energy (DOE) and the National Nuclear Security Administration (NNSA) are seeking to enhance national security through the integration of advanced Artificial Intelligence (AI) capabilities. This initiative is part of the Genesis Mission, launched by an Executive Order from President Trump on November 24, 2025, aimed at creating an integrated AI platform to utilize federal scientific datasets for training AI models that can automate research workflows and accelerate scientific breakthroughs.

The NNSA's goal is to leverage cutting-edge AI technology to improve nuclear weapons development timelines and enhance monitoring capabilities for nuclear nonproliferation efforts.

Work Details
The RFI seeks input on various aspects of AI development and deployment in classified environments, including:

1. **Capabilities for Classified AI Development and Deployment:**
- Advanced AI models suitable for secure environments, particularly in complex physics or engineering domains.
- Existing or planned capabilities for fine-tuning, training, and deploying AI models in classified settings.
- Cloud platforms that support rapid development and deployment of agentic AI systems.
- Innovative integration approaches with existing classified High-Performance Computing (HPC) systems.

2. **Data Curation and Management for AI Training:**
- Best practices for curating and preprocessing scientific data for AI model training.
- Technologies for anonymizing sensitive data while maintaining security.
- Capabilities for building FAIR (Findable, Accessible, Interoperable, Reusable) data repositories in a classified context.

3. **AI Model Development and Enhancement:**
- Structuring partnerships with industry and academia to develop self-improving AI models.
- Strategies for combining general-purpose AI with domain-specific models using NNSA's data.
- Identification of priority areas within deterrence and nonproliferation for model development.

4. **Partnership Models and Operational Considerations:**
- Structuring partnerships between NNSA facilities and external partners.
- Governance models for shared data and compliance with legal standards.
- Lessons learned from existing consortia that could inform new partnerships.

5. **Cost, Pricing, and Budget:**
- Key cost drivers associated with proposed solutions.
- Typical pricing models applicable to the solutions offered.
- Indicative total cost range for complete solutions including hardware, software, licenses, implementation services, etc.
