Background
The Assistant Secretary of the Navy, Financial Management & Comptroller (ASN (FM&C)), located in Washington, DC, is the requiring activity for this contract action. The contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Dept., FM&C/BUMED Directorate. This acquisition is conducted under the authority of 10 U.S.C. 3406(c)(5) and represents an exception to the fair opportunity process to be awarded as a new task order.

The procurement supports financial remediation integration services currently performed under Contract number N0018923FZ707, which was awarded to Guidehouse Inc. and expires on March 31, 2026. The task order will fall under the Financial Improvement Program (FIP) IV indefinite-delivery indefinite-quantity multiple award contract (IDIQ MAC).

Work Details
The proposed acquisition aims to issue a sole source task order to Guidehouse for transformation services that include achieving a clean audit and modernizing financial management systems. Key efforts driving this requirement include:
1) Achieving a clean audit opinion by FY26 for the Working Capital Fund and FY28 for the General Fund;
2) Upgrading ERP+ systems before current software becomes obsolete;
3) Integrating artificial intelligence into financial management strategies.

Specific services and goals include:
- FMS Transformation Strategy and Operations: Strategic planning, execution, and governance of FM Transformation;
- AI-Driven Operating Model Design: Designing and documenting a comprehensive future-state systems support operating design;
- Financial Statement Audit Corrective Action Plan Development: Monitoring and evaluation;
- Program Management and Integration: Synthesizing data into executive-ready briefs and ensuring alignment toward mission objectives.

Period of Performance
The period of performance for this requirement would be a one-year base period beginning April 1, 2026, with one additional one-year option.

Place of Performance
The contract will be performed at locations relevant to the Department of the Navy's financial management operations.
