Transcription Services

Background
The Department of Veterans Affairs (VA) has issued a solicitation for verbatim transcription services to support ongoing qualitative research performed through the Veterans Health Administration (VHA), National Contracting Command 5 (NCO5), and the Mental Illness Research, Education and Clinical Center (MIRECC). The contract is a Base Year purchase order with Four (4) Option Years, if exercised. The estimated number of lines for transcription is 68,182, and the contractor is required to provide accurately transcribed files in the form of an editable Microsoft Word file within a seven (7) business-day turnaround timeframe.

Work Details
The Contractor shall provide transcription services in support of qualitative research conducted by NCO5 MIRECC investigators. This includes transcribing digitally audio-recorded interviews with stakeholders such as veterans, clinicians, family members, and VA employees. The transcripts are used as data for qualitative analysis. The contractor must provide verbatim transcription services not to exceed 68,182 lines, with each transcript having 65 characters per line (not including spaces) and 26 lines per page. The contractor must de-identify potentially identifying details in the transcripts and follow specific formatting guidelines. The Period of Performance (POP) for the project shall be from Date of Award (DOA) through one (1) year with Four (4) Option Years, if exercised.

Period of Performance
The contract period includes a Base Year purchase order with Four (4) Option Years, if exercised. The POP begins on 12-01-2023 and ends on 11-30-2024 for the Base Year, with subsequent option periods extending through 11-30-2028.

Place of Performance
The transcription services will be performed at the Mental Illness Research, Education and Clinical Center (MIRECC), specifically at BT/MIRECC112 located at 10 N Greene St, Baltimore MD 21201.
