Description

The purpose of this Sources Sought Notice is to determine if there are two (2) or more capable U.S. Small Businesses that can provide training services in accordance with the attached Statement of Work.

Capabilities statement shall be clear, concise, explicit and no more than two 8.5 X 11 inch pages limited to 12-point Times New Roman font.

Companies Capability Statement must demonstrate knowledge, capability, and familiarity in providing similar products and also describe similar and/or relevant past performance (if applicable).

Proposals are not being requested or accepted at this time. No solicitation (Request for Proposal) exists at this time; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Any information submitted by respondents to this sources sought is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any Government assessments. The Government's assessment of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small business, or any particular small business program.

Background
The U.S. Department of State’s, Bureau of International Narcotics and Law Enforcement Affairs (INL) staff and partners require specialized knowledge, skills, and abilities to counter crime, illegal drugs, and instability abroad. The recent Federal Employee Viewpoint Survey data identified a need to provide better training and development of INL staff. A recent Training Needs Assessment of the bureau provided recommendations for doing so and ensuring training is applied on the job. The mission of the Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) is to Keep Americans safe by countering crime, illegal drugs, and instability abroad. INL’s Office of Knowledge Management (KM) was established in 2019 to guide INL in becoming a learning organization that continuously improves its results. KM’s mission is to continuously improve the design and implementation of U.S. counternarcotics and criminal justice assistance efforts by providing programmatic and policy guidance, expertise, and training informed by evidence and experience.

Work Details
The purpose of this INL Training, Instructional Design, and Support (TIDeS) contract is to provide instructional services for INL’s Continuing Education and Training Division (CET). These services shall provide INL’s staff and INL’s foreign partners with knowledge, skills, and abilities to counter crime, illegal drugs, and instability abroad. The contractor shall provide instructional services for three different audiences and programs: Staff Training – for INL’s staff; Pre-Deployment Training (PDT) - for INL’s trainers and advisors assigned overseas to implement INL’s mission; Foreign Partner Training or FP Training – for INL’s state and local partners to deliver training to foreign government criminal justice practitioners.

Period of Performance
There is an initial twelve (12) month period of performance with four optional twelve (12) month periods of performance.

SA-1, Columbia Plaza, 2401 E St NW, Washington DC 20037 or within approximately 30 minutes for Staff Training delivery.
Executive Conference and Training Center - 22685 Holiday Park Drive, Dulles, VA 20166 for Pre-Deployment Training.
