Training facility for Palestinian Security Forces SWAT Team

The American Consulate General, Frankfurt provides the following Pre-Solicitation regarding the issuance of a Request for Proposal (RFP) for:

Training facility for Palestinian Security Forces SWAT team.

The Regional Procurement Support Office in Frankfurt, Germany intends to issue an RFP and award a Firm-Fixed Priced type contract during the first quarter of calendar year 2024.

The requirement is to provide a Special Weapons and Tactics (SWAT) training facility for the Palestinian Security Forces located in Jericho, West Bank. The facility shall be modern and suitable for training that provides greater weapons proficiency both in static and dynamic conditions in high-risk operations scenarios. The training facility shall be located within 2-hour ground vehicular commute (one way) from West Bank (Jericho).

It is anticipated that there will be one (1) Base Year and three (3) Option Years. RPSO intends to issue the solicitation package in December 2023, with a pre-proposal conference to be announced at a later date. Contract award is expected in January 2024, with a possible contract start date on February 01, 2024.

The failure to provide the above documentation when submitting your proposal may result in your proposal being found technically unacceptable and removed from the competition without further discussions.

The solicitation package/documents shall not be placed on SAM.gov. Only companies submitting a letter of interest and complete Application for Solicitation Document check list attached hereto may receive a copy of the solicitation package/documents when available.

Solicitation and award will be subject to the laws and regulations of the United States of America. This requirement is being competed utilizing full and open competition procedures.
