The Internal Revenue Service (IRS) has a requirement for vendors who can provide a group of subject matter experts (SMEs) to make a detailed technical assessment of the quality of existing IRS technical tax training materials, create and deliver technical tax training and job resources, as well as serve as strategic ad hoc advisors to new and existing IRS enforcement personnel (Revenue Agents and Economists) to engage more broadly and successfully in complex areas of tax enforcement (large partnerships, large corporations, high income and high wealth).

This is a Request for Information (RFI) (hereinafter Notice). This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor a promise to issue a solicitation in the future. The purpose of this RFI is for the Government to obtain knowledge and information for project planning purposes only.

Background
The Internal Revenue Service (IRS) Large Business & International (LB&I) division conducts tax administration activities for domestic and foreign businesses with a U.S. tax reporting requirement and assets equal to or more than $10 million. LB&I also manages the Global High Wealth and International Individual Compliance programs. In August 2022, Congress passed the landmark IRA, funding the IRS with approximately $80B to transform tax administration. On September 15, 2023, the IRS announced more than 3,700 positions nationwide to help with expanded enforcement work focusing on complex partnerships, large corporations, and high-wealth individuals.

Work Details
The contractor is required to provide a group of subject matter experts (SMEs) to make a detailed technical assessment of the quality of existing IRS technical tax training materials, create and deliver technical tax training and job resources, as well as serve as strategic ad hoc advisors to new and existing IRS enforcement personnel (Revenue Agents and Economists) to engage more broadly and successfully in complex areas of tax enforcement. The contractor shall provide program management support, assess training materials and delivery methods, develop comprehensive technical material for training Revenue Agents and Economists, deliver training sessions, develop training guides, job aids, relevant tools, and resources for trainees, collect feedback on training effectiveness, and provide strategic advisory services.

Place of Performance
The majority of work under this contract will be performed remotely at the vendor’s location; however, occasional travel may be required at different IRS locations.
