Statement of Clarification: The Classification for Training and Education Command (TECOM) Statistical Analysis Support has been set aside as a SBA Certified Women-Owned Small Business (WOSB) Competitive.

The Training and Education Command (TECOM) Policy and Standards Division (PSD), Analysis and Assessments Branch (A&AB) is seeking contract support to assist with Trends Reversal and Reinforcement Process (TRRP) Working Group (WG), Asessment Working Group (AWG) execution, and accessing and utilizing DoD and USMC data science technologies (e.g., Artificial Intelligence (AI) / Machine Learning (ML) and Natural Language Processing (NLP) tools) within the Marine Corps Enterprise Network (MCEN) to automate data and text search, scraping, ingestion, tagging and related tasks to prepare data for PfM analyst's analysis. The contractor will also support the development of advanced predictive analytics capabilities to provide the analytical rigor required in the analysis of the Command's overarching Performance Management (PfM) activities. The contractor is expected to be proficient in Operations Research and System Analysis (ORSA)-centric tasks to include design of experiments, probability models, statistical inference, simulations, optimizations, data analysis and visualizations for PfM analysts' final analyses, and to be capable of conducting these activities within the Non-classified Internet Protocol Router Network (NIPRnet) and the Secret Internet Protocol Router Network (SIPRnet) environments.

Background
The Training and Education Command (TECOM) is responsible for leading the Marine Corps Training and Education continuum, which includes individual entry-level training, professional military education, and continuous professional development.
TECOM aims to produce warfighters and enhance warfighting organizations to maintain combat readiness. The command has received increasing demands for data science efforts, particularly in utilizing Artificial Intelligence (AI) and Machine Learning (ML) technologies to support its mission.
The contract seeks to provide support for the Trends Reversal and Reinforcement Process (TRRP) Working Group (WG) and Assessment Working Group (AWG), focusing on data collection, analysis, and predictive analytics capabilities within the Marine Corps Enterprise Network (MCEN).

Work Details
The contractor will assist with the following tasks:
1. **Task 1: Data Collection/Data Mining** - Conduct qualitative and quantitative data collection to identify systemic trends across various domains including doctrine, organization, training, material, leadership, education, personnel, and facilities.
2. **Task 2: Data Analysis** - Analyze collected data to identify trends and gaps in training and education processes.
3. **Task 3: Corrective Action** - Implement corrective actions based on analysis results to address identified issues.
4. **Task 4: Feedback** - Provide feedback on the effectiveness of implemented actions and suggest improvements.
5. **Task 5: Data Science Support** - Utilize advanced data science techniques including AI/ML tools for predictive analytics to enhance performance management activities.

Period of Performance
The contract will have a base period of performance of 12 months with four additional option periods of 12 months each.

Place of Performance
The primary place of performance will be in government-provided workspaces in Virginia due to the need for access to classified environments.
