Simplified Acquisition Procedures (SAP) DETERMINATION MEMORANDUM FOR SOLE SOURCE ACQUISITIONS OVER THE MICRO-PURCHASE THRESHOLD BUT NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLDFAR 13.106-3(b)(3)(i)SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. WHEN THE CUSTOMER DESCRIBES AN ITEM OR SERVICE, WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE DETERMINATION MUST EXPLAIN WHY THE ITEM OR SERVICE PROVIDER IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT'S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. 3.BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: TI will utilize high fidelity manikins for both 68W MOS-T combat medic course and Comprehensive medical training (CMT) refresher course. These manikins will be replacing the current high fidelity manikins that have been used for several years and are no longer sufficient for the training conducted. 68W Medical Center of Excellence has published an updated program of instruction that includes operations with ALS manikins. The high fidelity manikins support the training needs associated with the updated program of instruction.

4.UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITHTHE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: High fidelity trauma manikins provide the most realistic training medic students can receive. Per the equipment list and POI for 68W MOS-T, X2 High fidelity manikins are required to conduct training. These manikins will allow for multi-intervention patient care with ability to run whiskey combat trauma lanes from beginning to end with total treatment for life like injuries.

5.MARKET RESEARCH: My market research consist of Internet searches, GSA, and speaking with the requester. Also looking at past award for similar items. We already use these products from the manufacturer. The price in GSA is much higher than going through the manufacturer. GSA pricing is already competed. All the products plus the warranty and training is coming from the manufacturer. It does not make sense to go SBA in GSA for more money since the only thing they will be doing is having the manufacturer delivery us the product, warranty and training. We will not be getting any of those things going thru a third party no matter how we advertise it. These manikins are extremely expensive and very complicated. It is in the best interest of the Government to purchase through the manufacturer.

6. PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED: N/A
