Description

The program office is looking for Continued Eduction platform to be established where on-line classes can be taken for health care professionals to be up-to-date on current training and classes that are related to the health field. Please look at the Statement of Work and give us a repsonce to the tasks involved.

Background
The U.S. Immigration and Customs Enforcement (ICE) Health Service Corps (IHSC) is seeking to establish a Continued Education platform for health care professionals. This initiative aims to ensure that IHSC personnel remain up-to-date with current training and classes relevant to the health field, thereby enhancing the quality of care provided to noncitizens in ICE custody.

The platform will serve as a recruitment and retention strategy, offering continuing education (CE) opportunities that align with national detention standards and PHS Officer requirements.

Work Details
The Contractor shall provide the following services:
1. Develop an IHSC subscription-based affiliate portal.
2. Create a centralized, searchable catalog of distance learning for public health professionals, including CE courses.
3. Implement tracking for learner progress and attendance with extensive reporting capabilities.
4. Utilize course evaluation tools to assess learner improvements and feedback.
5. Provide extensive communication and management tools.
6. Ensure access to ongoing technical support.
7. Offer options for flexible storage and bandwidth.
8. Develop up to six eLearn trainings annually, utilizing SCORM courses.

The training platform will allow access to over 5,000 training courses, including more than 2,000 CE courses, ensuring compliance with IHSC-specific training requirements.

Period of Performance
The contract has a one-year base period with four one-year option periods:
- Base Period: April 1, 2025 - March 31, 2026
- Option Period One: April 1, 2026 - March 31, 2027
- Option Period Two: April 1, 2027 - March 31, 2028
- Option Period Three: April 1, 2028 - March 31, 2029
- Option Period Four: April 1, 2029 - March 31, 2030

Place of Performance
The primary place of performance will be a combination of online training and at the Department of Homeland Security located at 500 12th Street, Washington, DC.
