Trailer Mounted Load Bank   2

Dobbins Air Reserve Base (ARB), Marietta, Georgia has a requirement for One 2000-kilowatt (kW) trailer mounted load bank with operating voltage of 2400/4160 VAC. NOTE: The load shall have the capacity to run on both 2400 & 4160 VAC. The Load Bank shall have the following characteristics:

Local operating controls that include: Power On/Off switch, Blower Start/Stop push buttons, Master Load On/Off switch, and Individual Load Step switches. Visual indicators include: Power On, Blower On, and Blower/Air Failure. In addition to local controls, the load bank will have remote operating capability. The remote controller should have full operating capacity and be provided from the manufacturer. Remote controller will allow for operation of the load bank up to 250 ft from the equipment. Must include Digital Metering to display Volts, Amps, Frequency, and kW.

Load Bank shall be constructed with materials listed under ASTM A463 for continuous outdoor weatherproof operation. Load Bank connections shall be Three (3) sets of four (4) each (One for each phase and neutral) 200-amp 15kV Load Break Elbow Bushings (Part # LBI215).

Motor shall be internally powered, 3-phase, fully protected with fuses, motor starter contactor, and overload relay. Motor shall be rated for continuous operation.

Vertical Exhaust hatches with direct coupled cooling fan blades with a minimum of 20,000 CFM per exhaust frame. Exhaust must vent vertically. branch circuit fusing, differential pressure switch providing cooling air loss protection, load bank over-temperature sensing, blower motor circuit protection via current limiting fuses and thermal overload relays.

The load bank shall be trailer mounted with the following trailer specifications: Integrated two (2) 10,000 pound (lb.) dual wheel axles (4 wheels per axles) with springs. Tandem axles shall be appropriately centered on the fabricated trailer based on projected weights of equipment to be mounted to the trailer. Trailer will be equipped with an electric braking system on each axle, and shall include a breakaway braking system. Trailer shall have DOT approved lighting schemes with approved marker, clearance, taillights, and turn signals. All lighting shall be LED lighting. Trailer will have a Gross Vehicle Weight Rating (GVWR) of 19,999 lbs. Trailer will include 2 5/16" Ball Hitch, and minimum of two (2) each 36" long, " Diameter Chain Link with Clevis Hook. Trailer shall have 12 volt powered, operated and controlled, minimum 5000 lb. rated landing gear, and capable of a minimum travel of 30". Trailer shall include battery box, battery, and wiring to operate landing gear. Landing gear shall be located at the front of the trailer for means of raising and lowering the trailer to connect to a vehicle. Heavy duty welded construction with steel deck capable of sustained highway speeds and capable of being pulled by a dual wheel pickup truck. Load bank apparatus shall be located at the rear of the trailer, with load break connections facing the rear and/or mounted at rear of trailer. Wheels shall be a minimum of 16" in diameter. Tires will be minimum of Load Range G, minimum 14 ply, and be rated for 81 mph. One (1) additional spare tire will be provided.

Contractor will supply 9 tires total (4 per axle (2 axles), 1 spare).

Trailer frame shall be black in color.

Load Bank shall be standardized industry color.

Background
The Department of the Air Force, Air Force Reserve Command, 94 CONF/PK, Dobbins ARB, GA has issued a combined synopsis/solicitation for commercial items. The solicitation is a 100% Total Small Business Set-Aside under NAICS code 335999 – All Other Miscellaneous Electrical Equipment and Component manufacturing, with a small business size standard of 600 employees. The requirement is for One 2000-kilowatt (kW) trailer mounted load bank with specific technical characteristics.

The load bank shall be trailer mounted with specific trailer specifications including axles, braking system, lighting schemes, and tires. The contract is contemplated as a firm fixed-price contract with an anticipated period of performance (PoP) of 90-days ARO from the date of award.
