AMENDMENT 1 - This solicitation is now official. Please refer to highlighted changes within the Amendment 1 document. Additionally, PWS was updated to reflect a 90 day period of performance as reflected in the solicitation.

This is a draft combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the draft solicitation; quotations are being requested and a written solicitation will not be issued. If and when the final combined synopsis/solicitation is issued, an amendment will be issued.

The rental services will allow VSFB personnel to collect traffic data at the VSFB Lompoc, Santa Maria, and Solvang Gates and then perform analysis of the data. The collection of the traffic data will be performed by a Sidefire Radar Traffic Counter. The Traffic Counter equipment will be delivered, set up, and picked up by the vendor. The Contractor will provide designated VSFB personnel access to the data collected, with the ability to download all collected data.

Background
The contract is issued by the 30th Contracting Squadron (30 CONS) for Vandenberg Space Force Base (VSFB) personnel to collect traffic data. The objective is to analyze traffic flow and identify potential improvements at the Lompoc Gate, as well as monitor the impact of increased entries at the Santa Maria and Solvang Gates.

This study aims to reduce wait and inspection times for commercial vehicles.

Work Details
The contractor will provide rental services for traffic monitoring equipment, specifically three Sidefire Radar Traffic Counters. The details are as follows:
- Delivery of three (3) Sidefire Radar Traffic Counters, one at each gate: Lompoc, Santa Maria, and Solvang.
- Equipment setup and pickup will be managed by the vendor.
- The contractor must ensure that designated VSFB personnel have access to all collected data with download capabilities.
- All work must adhere to industry standards, ensuring safety for both traffic and personnel.

Period of Performance
The period of performance begins upon contract award and includes a requirement for delivery and setup within 3 days.
