Background
The Fraud Detection and National Security Division of the Department of Homeland Security (DHS), specifically the U.S. Citizenship and Immigration Services (USCIS), is seeking to fulfill an emergent need for software as a service (SaaS) subscriptions.

The goal of this contract is to acquire Traffic Jam software, a mission-critical analytical tool designed to aid in public safety investigations, particularly in identifying and disrupting human trafficking activities.

Work Details
The contract involves providing 30 Traffic Jam Software subscriptions for a base period of 12 months, with an option for an additional 12-month period.

The software is intended to assist public safety agencies by utilizing advanced technology to detect patterns in online data related to human trafficking. It allows investigators to use various identifiers to locate current and past victims of human trafficking, thereby saving time in identifying risks, accelerating missing persons searches, and identifying organized crime networks. Additionally, there is an optional line item for 15 additional subscriptions during the option year.

The performance period for the base subscription is from April 15, 2025, to April 14, 2026, with an option period extending from April 15, 2026, to April 14, 2027.
