The purpose of this amendment is to: 1) Issue SIR DTFAWA-16-R-00010 Amendment 0003 dated October 31, 2016 2) Provide Industry with the FAA response to a Question (Matrix Format) 3) Attachment J-3Z Adaptation Files (2 of 2) was inadvertently posted as a password protected file in Amendment 0002. Amendment 003 replaces the previous J-3Z Adaptation File (2 of 2) file with an unprotected file. There are no content changes to Attachment J-3Z (2 of 2). Attachment C: C_TFM2_2016-07-30 is corrected to remove the word DRAFT from the cover page and to add the SIR number to the header of all pages. No other content changes are made to the document. All other terms and conditions remain unchanged. End of Correction 001 _______________________________________________________ This Screening Information Request (SIR) is issued in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) 3.2.1.3.11. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this SIR. Therefore, any costs associated with and submissions from an interested party will be solely at their expense. Any proprietary or confidential information submitted in response to this SIR should be appropriately marked. I. INTRODUCTION/ BACKGROUND The FAA TMs Air Traffic Systems Decision Support Programs office has a requirement for services to provide the continued development and implementation of Traffic Flow Management (TFM) enhancements and new capabilities to support the safe and efficient movement of aircraft through the National Airspace System (NAS). The Traffic Flow Management System (TFMS) assists Traffic Management personnel with predicting demand, identifying constraints, facilitating information sharing, modeling and collaboration of impact mitigation strategies. II. CONTRACT TYPE & PERIOD OF PERFORMANCE The FAA contemplates award of a Hybrid type contract resulting from this SIR. The total period of performance of this contract is twelve (12) years to include one (1) four (4) year base period and eight (8) one (1) year option periods. The FAA intends to make one award under this solicitation. The FAA reserves the right to make no award if such action is determined to be in the FAA TMs best interest. III. SET-ASIDE DETERMINATION & NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE This procurement is not a small business set-aside. This procurement is issued under complex non-commercial competitive procedures IAW FAA AMS T.3.2.2. The Principal North American Industry Classification System (NAICS) code for this requirement is 541512, Engineering Services. The size standard for this NAICS code is $27.5M. IV.
