Traffic Control Services

Background
The Western Area Power Administration (WAPA), part of the U.S. Department of Energy (DOE), is a federal power marketing administration that delivers reliable, cost-based hydroelectric power and related services to wholesale customers across 15 states.

The Sierra Nevada Region (SNR) of WAPA serves preference customers in Northern California and is responsible for the maintenance and operation of a high-voltage transmission system, including nearly 18 substations and over 884 miles of power transmission lines.

The goal of this contract is to provide traffic control management services for the TRY-CC Pole Replacement project, ensuring the safety and security of workers, drivers, and pedestrians.

Work Details
The Contractor shall provide all personnel, transportation, equipment, tools, materials, supervision, and other items necessary to perform traffic control management services as outlined in the Performance Work Statement (PWS).

Services must comply with all applicable federal, state, and local laws and regulations. Specific tasks include:
1. Implementing traffic control measures to ensure safe passage for vehicles and pedestrians around work sites.
2. Coordinating with local authorities to manage road closures or detours as needed.
3. Providing adequate signage and barriers to alert drivers and pedestrians of ongoing work.
4. Ensuring that all personnel involved in traffic control are trained and certified as required by law.

Period of Performance
The period of performance for services to be performed is from October 01 to November 25, 2026.

Place of Performance
The geographic location for the performance of this contract is Oakley, CA.

Bidder Requirements
Bidders must submit a quote on company letterhead including their UEI number, a signed SF 1449 form, and a brief technical narrative detailing how they intend to execute the work successfully.
