The 410th Contracting Support Brigade is seeking to obtain support from a contractor who shall provide 2 each Starlinks for a dedicated internet connection at Forward Operating Site (s) (FOS): (i) Teteron Barracks, Chaguaramas and mobile Wi-Fi devices for a dedicated internet connections at (ii) Staubles Bay, Chaguaramas, (iii) Camp Omega, Chaguaramas, (iv) Macqueripe Bay, Chaguaramas, (iv) Ulric Cross Air Station, Port of Spain and St. James Police Barracks, Port of Spain in Trinidad and Tobago. This requirement is in support of TradeWinds 25 in Trinidad and Tobago.

Period of Performance: 23 April - 09 May 2025.

Background
The 410th Contracting Support Brigade is seeking to obtain support from a contractor to provide dedicated internet and cellular services for the TradeWinds 2025 exercise in Trinidad and Tobago.

The mission of the United States Army South (USARSOUTH) is to enhance regional security and cooperation through exercises like TradeWinds, which involves various partner nations. This contract aims to ensure reliable communication infrastructure at multiple Forward Operating Sites (FOS) in Trinidad and Tobago.

Work Details
The contractor shall provide the following services:
1. Supply two Starlink terminals for dedicated internet connections at Teteron Barracks, Chaguaramas, and mobile Wi-Fi devices for Staubles Bay, Camp Omega, Macqueripe Bay, Ulric Cross Air Station, and St. James Police Barracks in Trinidad and Tobago.

2. Ensure minimum upload/download speeds at each FOS:
- Teteron Barracks (≥ 200 Mbps per Starlink & ≥ 50 Mbps per MiFi)
- Staubles Bay (≥ 16 Mbps)
- Camp Omega (≥ 60 Mbps)
- Macqueripe Bay (≥ 25 Mbps)
- Ulric Cross Air Station (≥ 40 Mbps)
- St. James Police Barracks (≥ 40 Mbps).

3. Provide broadband internet and cellular hardware devices to accommodate 20 simultaneous users at all identified locations.

4. Supply cellular phones for voice and text communications.

5. Provide internet service for 4G mobile Wi-Fi data communications.

6. Deliver and install all equipment by specified deadlines, with a response time of 120 minutes for performance issues.

7. Maintain unfiltered access to the internet without ISP firewall blocking, allowing the use of Virtual Private Networks (VPNs).

8. Provide daily reports on network usage and any instances of blocking or filtering.

The period of performance for this contract is from April 23, 2025, to May 9, 2025.

Place of Performance
The work will be performed at various locations in Trinidad and Tobago including Teteron Barracks, Staubles Bay, Camp Omega, Macqueripe Bay, Ulric Cross Air Station, and St. James Police Barracks.
