Description

Marine Corps Systems Command (MARCORSYSCOM), has a requirement for up to 535 Tractor, Rubber Tired, Articulated Steering Multipurpose (TRAM). This is the actual REQUEST FOR PROPOSAL (RFP) M67854-25-R-5301. The TRAM is a medium scoop loader that is equipped with a 4-in-1 multipurpose bucket and fork attachment. The TRAM will provide the Marine Corps the ability to operate over uneven and unprepared surfaces. The resultant contract will be a firm fixed-priced (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. Contract period of performance of ten years; five 12-month ordering periods, followed by five 12-month option periods.This procurement will be conducted as a full and open competition using NAICS code 333120, Construction Machinery Manufacturing. This procurement is a FAR Part 15 Contracting by Negotiation requirement, which will be evaluated utilizing the Best Value Continuum method. In order to be eligible for award, interested parties must be registered in the System for Award Management (SAM) at https://www.sam.gov.The Contractor shall provide the requisite program management and logistics support to ensure that delivery schedules, performance requirements, and overall supportability of the TRAM is accomplished as set forth in the contract. The Contractor is responsible for providing all material, services, CONUS and OCONUS training, and necessary support documentation needed to complete the tasks identified in the solicitation documents attached.RFP due date 02 June 2025 by 2pm ET Zone. RFP Questions are due 02 May 2025 by 10am ET Zone. See RFP Section L for instructions on proposal submission.
Background
The Marine Corps Systems Command (MARCORSYSCOM) has initiated a requirement for the procurement of up to 535 Tractor, Rubber Tired, Articulated Steering Multipurpose (TRAM) vehicles. The goal of this contract is to replace the legacy TRAM, which is nearing the end of its economical service life. The TRAM is designed to enhance the operational capabilities of the Marine Corps by providing a medium scoop loader that can operate over uneven and unprepared surfaces. This procurement will be conducted as a full and open competition.

Work Details
The contractor shall provide the following under this contract:

1. **TRAM**: Up to 535 units, each equipped with a 4-in-1 multipurpose bucket and fork attachment. The TRAM must be capable of operating in rough terrain including sand, snow, and mud, with a maximum speed of 25 mph and fording capability of 60 inches.

2. **Spare Parts Kits (SPKs)**: A maximum of 4 kits.

3. **Product Verification Test Assets (PVT)**: Up to 4 assets for testing purposes.

4. **Government Test Support**: 1 unit for development test support.

5. **PVT Refurbishment**: Up to 4 units for refurbishment and retrofit.

6. **NET-OPERATOR Training (CONUS)**: Up to 16 training sessions at designated locations.

7. **NET-MAINTAINER Training (CONUS)**: Up to 16 training sessions at designated locations.

8. **Training Package Development**: 1 package to be developed and delivered.

9. **Technical Manuals**: To be provided with each TRAM unit.

10. **Training Aids**: To be provided as required.

11. **Data - CDRLS Exhibits A-C**: Submission of data as per requirements outlined in the contract.

Period of Performance
The contract period of performance is ten years, consisting of five 12-month ordering periods followed by five optional 12-month periods.

Place of Performance
Delivery locations include various sites across CONUS (Continental United States) such as Blount Island, Jacksonville, FL; Marine Corps Air Station Cherry Point, NC; and several other military bases across the country.
