Toxicological Evaluations of Potential Medications to Treat Drug Abuse   6

Background
The National Institute on Drug Abuse (NIDA) has issued Request for Proposal (RFP) No. 75N95023R00019 titled 'Toxicological Evaluations of Potential Medications' to solicit proposals for toxicological evaluations of potential medications to treat drug abuse. The contract will be awarded as a single indefinite delivery indefinite quantity (task order) type contract with individually negotiated task orders over a five-year period of performance. The resulting contract will consist of Parts I, II, III of the Uniform Contract Format. All funding will be made through issuance of task orders and will be dependent on program needs and funding availability.

Work Details
The contractor is required to furnish all necessary services, qualified personnel, material, equipment, and facilities to perform the toxicological evaluations of potential medications as detailed in the Statement of Work (SOW) attached to the solicitation. The work includes tasks such as preparing and submitting technical and pricing proposals based on the assumptions provided in Section C and L, completing and attaching the 'Technical Proposal Cover Sheet' to the technical proposal, submitting reports electronically, archiving or delivering laboratory records, specimens, and raw data to a designated archive, providing draft and final study protocols and reports, reporting financial conflict of interest (FCOI), delivering small business subcontracting reports electronically via Electronic Subcontracting Reporting System (eSRS), among other deliverables.

Period of Performance
The contract ordering period is from September 2023 through September 2028.

Place of Performance
The contract administration will be performed at C/O NIH Mail Center, NIDA 3WFN MSC 6023, 16071 Industrial Drive – Dock 11, Gaithersburg, MD 20877 (20892 for USPS).
