The U.S. Marshals Service (USMS), Asset Forfeiture Division is in need of towing, appraisal, storage, maintenance, and disposal services of seized/forfeited vehicles from the Northern, Eastern, Western Districts of Texas and the Northern, Eastern, and Western Districts of Oklahoma. The goal is to maintain the value and condition of each asset pending forfeiture or other action of the Federal Courts.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.0, Acquisition of Commercial Products and Commercial Services and FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items, as supplemented with additional information included in this notice.

This is a Total Small Business Set-Aside with a Small Business Size Standard of $32M. The North American Industry Classification System (NAICS) is 493190, Other Warehousing and Storage.

Under this solicitation, a Request for Quotation (RFQ) is hereby issued and is identified under solicitation number 15M50022QA4400009. All responsible sources may submit a Firm-Fixed Price (FFP) quote in response to this RFQ. The Government intends to award a Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract resulting from this solicitation to the company who submits the offer that represent the best value to the Government (Technical Capability, Past Performance, and Price).

The contract will be for a base period of 12 months from 1 September 2022 31 August 2023 with four (4) additional 12 month option periods. FAR 52.217-8 Option to Extend Services will be incorporated to the solicitation/contract and may be exercised at the Contracting Officer's discretion. The multiple year contract shall not exceed a total contract length including options of 66 months.

FAR clauses 52.212-1 through 52.212-5 apply to this procurement. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3 Offeror Representations and Certifications Commercial Products and Commercial Services. (Note: Refer to the solicitation for applicable provisions/clauses).

1. Technical Capability - The responses to each section of Technical Capability must contain an adequate description of the services being offered in sufficient detail for the Technical Evaluation Board (TEB) to determine that your company can meet the requirements of the solicitation. Any Offeror whose technical proposal is found to be unacceptable may be removed from further consideration for award at the discretion of the CO. This section must be addressed in the Written Proposal.
2. Past Performance - Past Performance Data Worksheets must be submitted for three (3) similar and relevant federal or commercial contracts completed in the last three (3) years from the solicitation closing date.
3. Price - Price Schedule must be submitted to address the price evaluation factors

Technical and past performance, when combined, are significantly more important than cost or price.

1. Option Years funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Copies of submitted information may be reproduced for government review. 5. Single award will be issues for this procurement.
6. All firms must be registered and active in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM/ to be considered for award. All quotes must be directly submitted by the firm registered in SAM that is intended to be the successful awardee. Quote submitted by another firm on behalf of a SAM registered company with the intension of being award care of will not be accepted. All quotes must include registered Unique Entity Identifier, Cade Code, Tax ID, and small business status, and any applicable information.
7. Oral quotes will not be accepted. Collect calls will not be accepted. Hand delivered quotes will not be accepted. Emailed quotes must be received at the stated addressee's email inbox on time and the addressee must be able to open the email and all attachments. No other email receipt will be acceptable.
8. The Government does not accept responsibility for non-receipts of quotes. It is the contractor's responsibility to request and receive confirmation of quote receipt. All questions regarding this RFQ must be submitted via email.
